If the 'less roof rack option' is how the vehicle was ordered, then the panel was 'plugged'. Thus my answer to head to the hardware store, as this is not a part that I would imagine Ford would stock. Also my answer to contact the factory direct to see if they could accomodate? Please let us know what you come up with. Thanks. Somebody correct me if I'm wrong, but all Expeditions come with roof racks. You may need to contact the factory for this part for this one -- or head to the hardware store?
